A Progressive, Doctrine-Aligned Training Methodology

MSB structures CBRN instruction around four verifiable competence levels, a blended learning methodology, and where appropriate, live-agent training at certified European facilities.

Structure

Four Levels of Verified Competence

Training is structured so that each level builds directly on the previous — ensuring no competence gap is carried forward into high-consequence environments.

LEVEL 01

Awareness

The Awareness level establishes foundational CBRN literacy for personnel who may operate near, encounter, or be first on scene at a CBRN event. It does not assume prior technical knowledge.

Focus areas include: recognition of CBRN indicators, immediate self-protection actions, personal protective equipment basics, reporting procedures, and isolation and evacuation protocols.

LEVEL 02

Basic

The Basic level develops structured operational capability for teams required to respond to confirmed or suspected CBRN incidents. Participants gain working proficiency across the core CBRN response disciplines.

Focus areas include: threat identification, PPE selection and donning/doffing, preliminary decontamination procedures, team coordination under contamination conditions, and initial medical response.

LEVEL 03

Advanced

The Advanced level is designed for CBRN specialists, team leaders, and command staff requiring in-depth technical competence. Training moves from individual response into command, coordination, and complex operational management.

Focus areas include: detection and identification systems, sampling methodology, technical decontamination, mass-casualty management, incident command structures, and inter-agency coordination.

LEVEL 04

Specialized

The Specialized level delivers expert instruction — including live-agent training — for personnel whose roles demand the highest tier of verified CBRN competence. Conducted at MSB's certified partner facilities in Europe under strict safety protocols.

All live-agent training is conducted within internationally accepted Occupational Exposure Limits. Certification at this level is issued upon successful completion of all assessment components.

Methodology

Blended Learning: Theory Through Live Environment

MSB does not deliver training as isolated modules. Each programme sequences learning phases to build genuine operational readiness — not box-ticking compliance.

PHASE 01

Theoretical Foundation

Doctrine, agent science, regulatory frameworks, and technical principles. Participants understand the "why" before they operate in the field.

PHASE 02

Tabletop Exercises

Decision-making scenarios in a structured classroom environment. Command decisions, resource allocation, and inter-agency communication under simulated pressure.

PHASE 03

Scenario-Based Training

Realistic simulated environments with physical props, role players, and time pressure. Response procedures tested in conditions that approximate real incidents.

PHASE 04

Field Training

Practical skills developed in outdoor and facility environments. Equipment handling, decontamination corridor setup, PPE operations, and detection drills.

PHASE 05

Live-Agent Training

For Specialised-level participants. Actual agent exposure under strictly controlled conditions at certified European facilities, within internationally accepted OELs.

PHASE 06

Assessment & Certification

Continuous assessment throughout, with a formal final evaluation. Successful participants receive certification aligned with the relevant doctrine and level.

Live-Agent Training

Conducted at Certified European Facilities

Live-agent training is the component of CBRN instruction that cannot be replicated by simulation or scenario work. It is the step that separates certified specialist competence from procedural familiarity.

MSB delivers live-agent training at partner facilities in Europe that hold the appropriate national and international certifications for work with chemical, biological, radiological, and nuclear agents. All training is conducted within internationally accepted Occupational Exposure Limits, with continuous safety monitoring and dedicated medical oversight.

Access to live-agent training is restricted to Specialised-level participants who have successfully completed preceding programme levels and met the requisite physical and security assessment criteria.
